One city, up to three counties
Pearland is mostly in Brazoria County, but the city limits reach into Harris County on the north side and Fort Bend County on the west. A Pearland address can therefore be valued by any one of three appraisal districts and collected by any one of three tax offices, and if there is an estate, it is opened in whichever county the person lived in. Harris County has statutory probate courts that handle nothing else; Brazoria and Fort Bend run probate through their own county courts.
None of this changes whether we buy. All of it changes who we are dealing with and how long the paperwork takes, which is why the county is the first thing we confirm from the address.
The old townsite and the west side are different markets
Pearland has an old town along Broadway and Main, with houses from the mid-century and earlier on larger lots, some on well and septic, some with the kind of history that shows up in a title search. West of there, mostly from the 1990s onward, the master-planned subdivisions went in — Shadow Creek Ranch and its neighbors — with utility districts, associations, and thousands of brick houses on a handful of floor plans.
An old-townsite house and a Shadow Creek house are not comparable to each other, and we do not compare them. The old town is priced house by house. The west side is priced against the same floor plan two streets over, and the number is rarely a surprise.
Districts, associations, and the notices that go with them
The west-side subdivisions were built with municipal utility districts financing the water, sewer, and drainage, and each district taxes on top of the county and the school district. Texas requires a seller in a district to give the buyer a written notice before contract, naming the district and stating its tax rate and voter-approved bond debt. We pull that ourselves as part of pricing.
Most of the same subdivisions have a homeowners' association, and an association that has been fining a property or has an unpaid assessment can hold a lien for it. That is a lien like any other: it is paid from the proceeds at closing, and it does not stop the sale.
Clear Creek, and the water
Clear Creek runs along Pearland's northern edge, and the neighborhoods near it and along the smaller bayous took water in Harvey and in storms before it. The Texas seller's disclosure form asks whether the house has flood insurance, whether water has come into the structure in a natural flood, and whether the property sits in a 100-year or 500-year floodplain or a floodway.
We ask the same questions, and what was done afterward. A house that flooded and was rebuilt to the studs is a house. A house that was dried out and painted is a project. We buy both, at different numbers, and we would rather hear which from you.

What a Pearland closing actually involves
